We invited each of the candidates for Alderman from the 26th and 28th Wards to provide a statement and respond to the questions below. Alderman McGuire’s response was the only one received. Daniel J. McGuire-28th Ward Alderman Opening Statement Dear Friends and Neighbors, I have been privileged to serve as your alderman – your representative at City Hall – since 1981. Throughout these years, my full-time efforts have been devoted to ensuring that all neighbor. hoods in the 28th Ward receive their fair share of city dollars. services and programs.
I have worked with the Skinker-DeBaliviere Community Council to keep the community informed, and met with all block units, neighborhood groups and institutions in the area to listen and act on residential and business concerns.
My family and I have proudly called Skinker-DeBaliviere home for almost 25 years. Together with you – our friends and neighbors – we have worked to make our neighborhood, and the entire 28th Ward, a better place to live and raise our families.
While much has been accomplished, much remains to be done. That’s why I am seeking re-election on March 7 – to continue strong and responsive representation for the citizens and voters of the 28th Ward.
I sincerely hope I have earned your respect, your trust and your vote – to preserve and improve all that we have worked so hard to accomplish together. Since there are no Republican candidates, your alderman and the President of the Board of Aldermen will be elected in the Democratic Primary.
For this reason it is critically important to your interests to VOTE ON MARCH 7! What are your priorities for use of Community Development block grant funds and sales tax revenues? Specific to the greater Skinker-DeBaliviere Neighborhood, I plan to continue to work with the Council, the Housing Corporation, the Apartment Owners Association and other interested groups to develop and implement an annually updated “Five-Year Plan” for the expenditure of these funds, which includes, but is not limited to: completing the renovation of the Nina Place area; renovating housing for low and moderate-income families in the Eastgate area, north of Delmar; assisting the Housing Corporation to complete the renovation of the multi-family buildings near Rosedale/Washington; constructing attached town-homes on the vacant lots on the west side of Laurel at McPherson; obtaining funds for the renovation of 57XX McPherson with the 26th Ward Alderman; renovating several other “targeted problem properties”; ensuring that neighborhood residents receive their fair share of social services from city-wide Block Grant allocations; assisting the business and property owners on Delmar to implement our “Delmar-Link” redevelopment plan; completing the conversion of the former gas station at Skinker/ Westminster to a public parking lot; initiating the conversion of the former gas station at Skinker/McPherson for public parking; approving and implementing a neighborhood plan for street entry features and landscaping; improving lighting and facilities at Lucier Park; increasing lighting on Skinker, Rosedale, Laurel and DeBaliviere; constructing more “handicap ramps” at street intersections; restoring the historic bridges at Union/Lindell, and over the Metrolink right-of-way at DeBaliviere, Laurel and Hamilton; repairing the street and curbs on DesPeres, south of Waterman; repairing Catlin Lane, north of Lindell from DeBaliviere to near Union; street resurfacing and curb repair; “50/50′ sidewalk replacement; and tree planting. What specific means do you plan to address crime in city neighborhoods? Hiring additional police officers: increasing pay and tenure of veteran police officers; restructuring the boundaries of police:administrative districts and command areas, which, in part, would create one police district encompassing all of the Central West End and Forest Park; returning control of the St. Louis Police Department to the City; enacting major revisions to the State’s Juvenile Code; providing more recreation opportunities for our young people: and most importantly, spending much more money for education, affordable housing, job training and creation, in addition to just building more jail and prison cells. Do you support city residency for police and other city employees? Yes, including teachers, school board administrators and employees. What is your position on a city-county merger?
I firmly believe some type of regional government consolidation is imperative for the long-term viability of our metropolitan area.
I endorse the City becoming part of St. Louis County. What is your position on the Forest Park Master Plan?
As many of you know, I played an important role in the adoption of the 1983 Master Plan.
I fully support and am assisting with the Mayor’s current efforts to review, update, revise and IMPLEMENT the plan, as soon as possible. What do you think is the major issue facing the 28th Ward?
The successful completion of our residential and commercial redevelopment.
