WHEREAS, it is with genuine pleasure that the members of the Missouri House of Representatives pause to recognize a publication which has played an important role in the life of its community for many years; and WHEREAS, The Times of Skinker DeBaliviere newspaper is celebrating the very special event of its Twenty-fifth Anniversary, a milestone marking a quarter century of dedicated service as an entertainer, informer, companion, and conscience for the people of its area; and WHEREAS, the Times of Skinker DeBaliviere which has the distinction of being the oldest neighborhood newspaper in St. Louis, was first published as The Paper in April 1970; and WHEREAS, in the two and one-half decades which have followed since that time, this unique newspaper has contributed substantially to the identity of the neighborhood while celebrating its diversity and also providing a stabilizing and unifying influence; and WHEREAS, The Times of Skinker DeBaliviere is published nine times per year through the efforts of loyal and hardworking volunteers, and is delivered free of charge by volunteers to doorsteps throughout the neighborhood; and WHEREAS, The Times of Skinker DeBaliviere has provided a venue for local talent in writing, editing, and designing has provided information about significant neighborhood activities, events, organizations, and institutions; and has promoted understanding by helping neighbors to learn more about one another; and WHEREAS, The Times of Skinker DeBaliviere is truly a neighborhood-based publication in that it is supported entirely by donations from individuals and by advertising from local businesses: NOW, THEREFORE, BE IT RESOLVED that we, the members of the Missouri House of Representatives, Eighty-eighth General Assembly, hereby join unanimously in extending our warmest and most hearty congratulations to all the dedicated editors, writers, and other volunteers associated with The Times of Skinker DeBAliviere as they join in commemorating twenty-five years of an exceptionally proud tradition of service to their community, and further extend to them our very best wishes for continued success in this most worthwhile endeavor; and BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of Representatives be instructed to prepare a properly inscribed copy of this resolution for The Times of Skinker DeBaliviere.
