The Skinker-DeBaliviere Community Council approved "in principle" at its Nov. 22 meeting the proposal of the City Plan Commission to grant tax incentives and other benefits towards redevelopment of the area just west of DeBaliviere. The exact boundaries of the area were described in the previous issue of The Paper.

SDCC reserved the right, however, to approve any redeveloper assigned to the area. Cal Stuart, then president of SDCC, said the Council might try to have itself designated the official redeveloper. The proposed redevelopment, which would be carried out under the Missouri housing incentive plan 353, needs approval of the Board of Aldermen.

Also at the Nov. 22 meeting several residents of Council-owned housing in the area complained about conditions in their buildings. Mrs. Mitchell and Mrs. Harris, representing tenants at 5768, 5777, and 5796 Westminster, said the buildings are in bad repair and faulty locks make for poor security. They also requested permission to paint their buildings.

The Council promised to investigate the complaints and also approved the tenants' request to have a representative on the SDCC's redevelopment corporation board.

Bob Moore, vice-president of the Council, reported on a proposal to bus children living east of DeBaliviere out of the Hamilton School district, in order to create a more compact district.

Mrs. Joyce Warren has joined the SDCC board as the new representative of Washington Heights Neighbors.

Mr. Stuart announced that contrary to a previous report the amount SDCC will seek from the Danforth Foundation is $65,000, spread over a three-year period.

In the previous issue of The Paper Washington University's annual contribution to SDCC was incorrectly reported. The 1970 amount was $6000, and the 1971 amount will be $7000. The pledged amount for 1970 was $5000.
