S-DB Historic District Awaits Effects of Landmarks Bill

March 1980

Historical March 1980 report or notice. Original dates, prices and contacts describe the source period; current availability has not been established.

An ordinance which will change the procedure by which future Historic Districts may be established in St. Louis was passed by the Board of Aldermen on February 1. The effects of the bill on existing Historic Districts are uncertain at this time. The measure, which passed by a 15 to 8 margin, creates a new Heritage and Urban Design Commission which will replace the existing Commission on Landmarks and Urban Design. The new Commission will be placed under the Department of Public Safety, a departure from previous practice. The previous Landmarks Commission was an independent city agency which did, however, borrow staff from the Community Development Agency.

The new bill cannot change the terms of the Skinker-DeBaliviere Historic District Ordinance. Its effects on our neighborhood, if any. would be in the way in which the new Heritage and Urban Design Commission functions under the Department of Public Safety. It has previously been reported in The Paper that residents of our neighborhood had experienced delays in obtaining routine building permits after the Historic District Ordinance was passed. Since the newheritage and Urban Design Commission will be in the same department as the Building Commission, it is hoped that a streamlined procedure for issuing routine building permits will be established which will reduce the delays experienced by residents of our area as well as other Historic Districts.
