Historic District Update

February 1977

The Skinker-DeBaliviere-Parkview Historic District proposal received approval from the Skinker-DeBaliviere Community Council Board on January 10, 1977. The district, as approved, will encompass the following: the City part of Parkview, all of Rosedale Neighborhood, all of Washington Heights not included in the 353 Redevelopment Area, all of the Catlin Tract from Skinker to DeBaliviere, and the industrial triangle to the north (formed by the city limits, the eastern boundaries of the Norfolk & Western Railroad right-of-way, and Delmar from Hodiamont to the City Limits). Following SDCC Board approval, Judy Little and Sue Tepas met with Community Development Agency staff members Myles Pomeroy, Norbury Wayman and Kenneth Oestrich on a very cold Monday .morning, January 17th, to discuss what would be needed and what will be done. Our district’s legal description was undertaken immediately, the specific map of our historic district is in preparation by the CDA drafting staff, and updated current land use information, desired zoning changed, and planned restoration and new development information have been transmitted to C. D. A. for the several maps needed for our petition. The appearance standards, for residential, commercial and industrial areas, are being sent to C. D. A. in the same format as other historic districts which have been approved.

One particular problem, which can be overcome, is that the architectural ratings have not been done for our proposed district. However, the original survey sheets for each building south of Delmar and for the 6000 and 6100 blocks of Delmar are available for study, and the C. D. A. staff members feel that the ratings problem will be taken care of quickly. There are some specific buildings or groups of buildings by highly-respected architects within our area, readily identifiable as of significance to the City of St. Louis. Enough information exists for the statement of significance, and anything not covered in the preliminary statement will be included in the final petition to be presented to the Board of Aldermen. The entire Skinker-DeBaliviere-Parkview Historic District proposal will be printed in THE PAPER in the March issue.

The Historic District Review Committee will finally be activated when prospects for passage of our proposal look good. Anyone wishing to be on that particular committee, which will be set up by the SDCC Board when the Historic Distric Committee is de-activated, should call me (862-3783) or the SDCC office (862-5122) which already maintains lists of materials and companies which can be trusted to fulfill local needs. The Review Committee will actively search out sources of materials and labor which will best retain our historic appearance and not empty our always lean pocketbooks, as well as developing research sources for residents and running interference for any problems which must be worked out.

So shoppers, rehabbers and detail people please apply!
