SDCC Reviews Restaurant Plans

April 1991

Historical April 1991 article. Dates, prices, services and contacts describe the source period; current availability has not been established.

The Skinker DeBaliviere Community Council Board meeting was called to order on March 4, 1991 at 7:30 p.m. by President Forslund. Present: Directors Fr. Driscole, C. Forslund, G. Genung, A. Johnson, P. Kurtz, S. Polk, R. Roncal, L. Stein, A. Tanner, N. Vatcha; Executive Director N. Farmer; and guests Fl. Driscole, C. Homan, J. Hollenbaugh, K. Kurtz, Ald. D. McGuire, and S. Prapaisilapa. Farmer introduced S. Prapaisilapa, Pat, as the owner of the property at 6170 Delmar, a single storefront with a second floor residential unit. Pat has managed the King and I Restaurant, 3226 S. Grand, for his brother for the past seven years.

He plans to open a Thai restaurant similar to the King and I in his storefront on Delmar. Pat shared blueprint plans and sample materials that he intends to use in his restaurant with the board.

This location does not have off-street parking and therefore does not meet zoning code requirements for a restaurant; Pat is applying for a variance that will allow him to operate the restaurant without meeting this requirement.

There will be a public hearing before the Board of Adjustment to review his application for a variance. Pat is also applying for a full drink liquor license for the restaurant. Like the King and I restaurant. Pat will not have a sit-down lounge; he will serve drinks only to patrons who are dining. Pat asked the board for its support in his applications for a variance and for a liquor license. Farmer distributed copies of a recommendation letter written by Lenita Moore, Manager of the South Grand Business District. Board members familiar with the King and I shared their experiences and encouraged support for his efforts. Farmer also reported that the congregation of Olivet Missionary Baptist Church, 6166 Delmar, oppose the proposed restaurant, primarily because of the liquor license. Farmer, Pat, and Ald. McGuire have met and discussed their concerns.

The church is more amenable if they are assured that this restaurant will not sell package liquor and will not be open on Sundays.

On motion by Kurtz, seconded by Stein, the following resolution was approved. “The SDCC supports the application for a variance from the Board of Adjustment by Supatana Prapaisilapa to operate a restaurant at 6170 Delmar, and his application for a full drink liquor license for this location, with the following restrictions 1) no package liquor will be sold, and 2) the restaurant will not operate on Sundays.” Historic District Review Committee Vatcha raised several questions about the function of the Committee as it stands, the observance of related ordinances, and areas of concern. Kurtz, Chairman of the committee, offered background information and the history of the Committee, the enabling ordinances, and the need for a complete review of the ordinance in light of the changes that have taken place in the area over the past several years.

Following a general discussion of the district, its needs and its functions now and in the future, copies of the current ordinance were distributed to Board members for study. Committee/Association Reports DeGiverville Johnson said plans are underway for a fund-raising event on June 22 and that details would be reported as they develop. Rosedale Roncal announced that a pot-luck general membership meeting will be held April 11 in the St. Roch School Cafeteria.

The RNA board will meet Monday, March 11. Nina Place Stein reported that three new owners had moved in and that a contract had been signed for another unit. Parkview Genung reported that the Association has undertaken an engineering study to replace all street lights, and that research is taking place with regard to financing options. Director’s Report 1. Charrette Reception: A small turnout, but a good presentation and a good discussion following the presentation.

The Commercial district committee is ready to activate again under the chairmanship of JoAnn Vatcha. 2. SDCC 25th Anniversary Reception: This event will take place on March 21, 1991. Special invitations have been sent to former board members. Ald. McGuire is willing to introduce a resolution for SDCC. 3.

A First Time Home Buyer Seminar will take place on April 18. 1991 as part of our grant for Boatmen’s Community Reinvestment Program.

The seminar will feature a representative from Boatmen’s, a real estate agent, and a representative from a title company. 4. 7th District Police—There are new staff at the District. Wayne Brocato is the new Captain and he is already working to address some of our area’s problems. SDCC By-laws Review Forslund distributed copies of the current by-laws and pointed out the need for a complete review of the existing document.

She asked that anyone interested in or willing to serve on an ad hoc committee to propose revisions to submit their name to her.

The by-laws should be written to reflect the actual function of SDCC. Farmer submitted the draft of a letter to the St. Roch Parish Council in response to their earlier letter.

The consensus of the Board was that both the form and content were excellent.

It was agreed that the finished letter should list as signators all members of the Board present at this meeting. Farmer met with Wilma Cantwell to discuss formation of a committee to serve needs of neighborhood residents. Ms. Cantwell is considering chairing this reinstituted committee.
