On Monday, March 26, 1979, a Special Meeting of the Skinker-DeBaliviere Community Council resulted in the hiring of Richmond Coburn as the new Executive Director of the Council, effective April 15. Mr. Coburn is currently employed as principal staff assistant to program director, Community Development Administration, Dept. of Planning, City of University City,Mo.
